Optimist fly

I'm looking for the "recipe" for this fly that is on the cover of the Doug Rose book about Winter sTeelehad on the Oly Pen.
Can anyone help?

the picture pretty much shows what is there
hook: big steelhead iron of your preference
thread: doesn't matter until you get to the head where it is red
tinsel: fine or medium flat silver tinsel.
hackle: kingfisher blue shleppen
wing: several orange saddle hackles
throat: one or two wraps of red saddle hackle
collar: mallard, teal, or gadwall flank...one or two wraps.
head: exposed red thread on either side of appropriate sized silver bead
