Links Directory redone

Migrated the links Directory (http://www.washingtonflyfishing.com/links/) to new software. All broken links and BS sites were removed. Some additional categories were added and I'll continue adding some new sites over the next few weeks, beyond those being submitted by others.

There are a few formatting tweaks still needed here and there. Anything you find of issue beyond look and feel, please let me know about it.
