I have some stuff in my fly tying kit that is brightly colored (dyed) and attached to a skin. It looks like fun fur, but it's not dubbing, what is this stuff and what is it used for?

If what you describe is natural fur rather than synthetic; sounds like stripped rabbit. What bright color do you have? Stripped rabbit with hide attached comes in many natural brown and gray hues, dyed bright (steelhead/salmon/salt patterns) and even grizzley types. Used for lots of stuff, typically streamers. Common patterns: Zonkker (minnor immitation), various leeches, I've even seen a nice redition of a sculpin. A guy at DryFalls once showed me a simple tie but effective varient of the Zonkker.
3x long shank, weighted heavy
silver tubing stuff for underbody
olive tan or gray stripped rabbit over top held with light copper wire
Good stuff for dredging the deep water browns.
