fish jumping everywhere

    I went out this evening to fish a beach up in whatcom county. I'm very new to fishing for salmon and a rookie when it comes to targeting them in the salt. When I got to the beach the coho were very present as I saw countless fish skyrocketing out of the water not 20 ft. from shore. Lots of surface activity. I quiclky tied on a chartreuse and silver/white clouser and began casting....and casting. Quick retrieves and slow retrieves. Nothing. It was frustrating to see so many silvers jumping all around me. Are they clamped down? What gives? I was fishing the flood tide...would it be better to fish a receding tide for silvers? Sort of perplexed but determined to try it again. Any suggestions from those more experienced? I will say though that the natural beauty of looking out over calm water with the setting sun over the San Juans was spectacular.
