As title says I'm planning a short camping/fishing trip around the South Sound, I've searched around and it seems most of the State Parks are closed for various reasons.

Closed to harvest doesn't necessarily mean closed to catch and release.
I've fished at a few state parks with great success. any of the big names in the area youre visiting should hold plenty of cutts this time of year.

Not the waters themselves, I'm talking about the State Parks. It says that the parks are ''Closed for overnight stay''. Which implies no camping.

You have more options along the west side of Hood Canal; I believe that you can camp at Potlatch and Dosewalips . Most of the south sound state parks do not allow camping at any time; one of the few, Saltwater State Park closes in the winter to camping. You have probably found this on the Washington State Park site, but you can find out the winter schedule (what is open, etc.) at this site: http://www.parks.wa.gov/parkschedule/.
