I fished a Whatcom county beach last night from 5:00-6:45, between bellingham and birch bay. I was fishing a olive and white bucktail tube tied with red bucktail on the flanks on T300 shooting head. There where quite a few jumpers between 10''-20'', both comming all the way out of the water and some more subtle rise forms. Bait was all over the place. I did manage to get my first beach salmon, pretty sure it was a little black mouth (13''). It's a little belated, but thanks everyone for your insight, it was very helpful.
