I'd like to build a smaller 5-7 wt. Spey rod. I am having a bit of a time finding anything but the forecast blanks from hook and hackle. Any suggestions?

Bob Meiser has a lighter blank I believe.

Also you can hit up Beulah at http://www.beulahusa.com. I don't know if they have the blanks up on the site, yet, but I believe they have a 5/6 or 6/7 in 12'6".

Also, you may want to see if Scott will sell you one of their lighter blanks. I think (my memory is fuzzy) they have a "trout" weight spey available, but I don't know if it's only for finished rods, or blanks.
