    I hooked an otter on a cutty this spring... turns out a 4 wt is not big enough.

    Haven't witnessed any on the Snohomish, I have seen one while on Mukilteo beach recently. I have come across minks though while fishing the upper reaches before it turns into the Snoqualamie. They are the surviving remnants of a mink farm that once existed in the area...
