Straw Purchase

    I was a little confused when I read about a straw purchase. Is it s straw purchase when someone buys a gun as a gift for someone that could have possibly purchased the gun on their own? For instance if I purchased a handgun for my father, would it be illegal without my father going through the background check? I am assuming this is the case, but wanted some feedback.

    So if someone was going to report a Straw Purchase, who would they report it to? The ATF?
