Would you leave a canoe strapped to the roof of your vehicle all day, unattended, at the Quincy Lakes Wildlife Area? I like my canoe and would be sad if it were stolen. I haven't had issues there but I've seen the broken glass.
There are a variety of cable locking systems for canoes and kayaks. Check out Suspenz or the Lasso cable system (and other similar ones) or locking straps. These systems are particularly handy if you do not have welded rings at the bow and stern and/or have easy to remove/break thwarts for securing locks and cables to the boat. You can also fashion one yourself using various length cables as that way, you can use the beefiest cables and locks you can find. When I lock a canoe or kayak to my vehicle, I use multiple locks and cables to make it more difficult - one to the under vehicle tow hook and another that runs around the roof and through the car; the really stout lock always goes inside the car. (I never ever just lock a boat to the rack as racks are too easy to remove.) Even still, I am not sure I would feel comfortable leaving it at Quincy. Heck, even I don't feel safe leaving my rig parked out of sight there unless it is really busy.
Been ripped off once at Beda Lake. Everything goes with me now! I wouldn't leave a pack of gum in my pickup , let alone an unattended canoe! Just the way it is now!

I never put anything past criminals. Dad and I got robbed camping in a super crowded spot once. We didn't leave much of value thankfully. They took his beer only which was better quality then mine since I was like 21 at time and a solar powered lantern we were charging outside the camper.
Seriously is that worth going to jail or getting shot? These people don't think...
99% of the time you won't have any issues. How much you'll regret it if you encounter the 1% is the question. Canoes are not eacxtly easy to transport, and as such I would less inclined to worry about it than I would some other things. But the more important question is why won't you be using the canoe at Quincy?
Call WDFW and the sheriff’s dept for a break in update. I check in with them every year or so and last reports were no troubles since they locked the South Gate. Glass never gets cleaned up so it throws people off more than being a reliable metric for vandalism. This time of year the number people there is a deterrent too.
I was at Quincy a week to 10 days ago, and from the water on Monday, you could see what appeared to be a tent rolled up in the sage about 2/3d's of the way down. (maybe wind, big storms Sunday night) On a lighter note.... the fishing was excellent on chironomids! I'd post a few pictures, but that function doesn't work for me...
Since I moved here to Montana, I thought I was away from all of that shit. But one day when I was out exploring in the hills and head waters of Blacktail Deer Creek A couple of people asked me if I saw anybody breaking down a camp setup. It turns out they lost a whole thing. The thieves got away with the whole set up. Tent, Cooler, sleeping bags, camp chairs. Everything. All that was left was a fire ring. But I still feel better as I can park and hike around if I still wanted to do that and feel safe.
Yeah... got some nice fat fish 17-18”+... expected a lot more small fish, so was impressed with the lake. Lost count of how many, but missed more than I brought to hand. There may well be a few “green tagged” fish in there still...
