The sky closes march 1st due to low steelhead returns.
So just dont use a hook! You should be ok.
A comment, I spoke with the warden on duty at the Sportsman show at Monroe last weekend. You can practice only if you contact a Fish and Game office prior to hitting the water, advising when, where, vehicle(s) and I suppose participating names of those intending to flay the waters with practice. The warden in the field will be contacted and this saves their time in chasing down reports of illegal fishing activity. Best not to have anything on the end of the leader including yarn.
Using yarn is fine. We do it every Saturday year round on the Snoqualmie. Closed or not.
