where'd they come from

I've been seeing hatches of midges coming off lately where I'm working. They lake is frozen solid. So is any other moisture at that elevation. Without standing water anywhere, where are the bugs hatching from. The snow?

They could have already been hatched and taking refuge somewhere. Female midges will hatch, fly off to mate, then return later (perhaps days) to lay eggs.

Any other ideas?

Smells like low tide.
I thought I had some of those tiny midges hatching in my Forester, but they turned out to be Fruit Flies that had hatched out of a piece of an old banana peel that was hiding under my seat.
