I am a vet and can bring a pontoon (1 person) and 10' craft (2 fishing seats). You mention insurance. How the???? No nets tho' as you suggest. Perhaps inform as to what they're called and where to acquire them?
We actually need people who have a boat that can fish two people while there's a person rowing them. Like the 3 person pontoon boats and drift boats with a front and rear fishing configuration. The two boats you have won't work unfortunately.
You can get boat insurance. Most agents sell it. USAA sells it through Progressive for example. Insures boat and liability for your passengers.

Does it have to be a drift boat? I have a cataraft that will fish two.
I've already responded, but for Anyone else, rafts and catarafts are ok as well
