I just picked up a new Spring Creek Pram. It is 9'6" long and I do not intend to put an electric motor on it. Do I need to license the boat? I sure would like to get it out on Lone or Pass Lake this week.

YYou only need to license it if your going on navigable waters. In other words, places where you would see the coast guard or sheriff.

Ditto what Jeff said. An example is if you use your boat & electric motor in the sound to check crab traps. There's more navigable waters on the west side of the state so you might check with DOL to see what they are. 99% of the lakes you will fish with your boat are exempt.

Theron, you do need a life jacket and a whistle to be legal. If you have one of the inflatable kinds it needs to be worn to count.

And some kind of light to indicate your presence to other boaters if you're out at night (flashlight will do). Motorized boats on federally-controlled waterways need a decal (Columbia River & backwaters here for example.). If you're rowing/paddling no decal is required. Whether kayaking or in my pram/pontoon, or float tube, the whistle & light are always available in my PDF pockets. Just good common sense to have these in addition to the regulatory requirement. Be safe out there. that being said, I've encountered far more ignorant & dangerous boaters than I have bears or cougars, lol.

Someone told me I need one, but it was easy to get, I just sent my checking account number to a place in Nigeria and they sent me the license... They also sold me some land by a lake.

Gentlemen, thanks for the information. I may want to use it for checking crab traps. Since I am new to the area I haven't figured out all the stuff I can do yet. We picked up some mussels and clams the other day during the low tide. Just figuring out what license I need to fish is hard enough. I will probably end up getting it licensed.

Let me know how it goes. I just picked up a 2.3hp motor for my pram, that'll be used mostly in the sound, and it looks like I'll have to go through the same process. I paid cash for it five years ago so there's zero title, bill of sale, sales receipt, etc to present to anyone at the DOL so the process should be interesting.

Theron, you do not need to register it if you only row it and never add an motor, gas or electric.

    http://www.dol.wa.gov/vehicleregistration/registerboat.html

    "Exempt vessels:
    • Canoes, kayaks, or vessels that don’t have a motor or sail (strictly human powered)."
All the stuff above about Federal waters, etc. only applied only vessels/watercraft equipped with an engine. With no engine, you never have to register it and can take it anywhere. Read the link above and it is all explained.
