Is it legal to fish SRCutts anywhere in the Sound, all year, catch and release (except for designated "no fish" restoration areas etc)?

No! You must follow the saltwater closure rules in the regs. Some areas that contain SRC are in fact closed to ALL fishing at various times of the year. You must read carefully all the notes for a given area. I know it is confusing but are rules have general comments and then exceptions. The general rule may say an area is open for trout but the exception lists a special period of closure that takes precident over the general rule.

Thanks Randy. It was a rhetorical question- the regs are more complex than the tax code. Pretty pathetic how complex they are, really.
