    Its probably just a part of a mark recapture study somewhere. Biologists typically place a numbered spaghetti tag in fish, then by snorkeling or resurveying and recounting the number of tagged v. untagged fish they observe they can get a pretty decent estimate of the total runsize. They tag fish on the wind river and its possible that fish strayed up the wind before dropping back and going up the Deshutes. probably some other projects on the Columbia I'm unaware of too
