My first reaction was that it looks like the Callibaetis imagos (spinners) that I have seen on lakes.

Probably Callibaetis pictus.
On second thought it could be any one of the male Callibaetis sp. listed for Washington. Could be C. fluctuans or C. ferrugineus as well.

Although my first thought was Callibaetis ferrugineus hageni (the one classified as Callibaetis nigritus at the time The Biology Of Mayflies was written), I am now leaning toward Callibaetis pallidus, even though that species has not been identified north of California to my knowledge.
