You can get a pram to the lake. The trail is mostly through sage / rabbit brush, with some basalt rock areas. People take in larger pontoon boats with wheels.

You mention a "dolly". IF it has BIG wheels it should be okay, if not, you'll have a hard time pushing / pulling through the sand. It is best to use a float tube / pontoon.

Once you reach the basalt ledge around the lake, you will have to scout for the best way down. My guess is that it would be at the far west end of the lake.
