If your asking about where to catch fish, you should say where you are going to fish for them. Not every system has them. It would also help with the replies.

Most places you can catch bulls would be closed in Feb. A few months in either direction would give you more options.

All FRESHWATER areas are CLOSED to fishing for SALMON, Dolly Varden/ Bull Trout, LAMPREY, and GRASS CARP. (unless noted as open in the special regs for that river......

It is well known fact that bull trout do not eat in February on account of being frozen in blocks of ice. They only start eating once they've licked through the ice or if the river salters make it to their run.

Up until a decade or so ago one could catch bull trout somewhere in the Skagit system every week of the year (my how things have changed!).

There is an outside chance that portions of the Skagit/lower Sauk might be open later in the season this coming year - see "Occupy Skagit" discussions

BC is actually one of the better options to legally target bulls. Even when open, there aren't a ton of places in WA to do that.
