Another great fly for using up substandard CdC; tried wrapping feathers onto the loop with consistently poor results so I went with the DIY Henry's Fork Hackle method. Tied here as a Flav; change color/size to suit your needs.
hook -Dai Riki 300 #14
thread - Danville 6/0 olive
shuck - Congo Hair brown
abdomen - goose biot olive
loop - UTC 140 olive
hackle - CdC dun
thorax - dubbing olive
mash barb, start thread, tie in CH at 2/3 mark, fold and wrap to bend; trim shuck

moisten biot, tie in notch-side down (or up if you prefer a smooth body); wrap to 2/3 mark, tie off/trim

tie in loop material

create a dubbing loop with tying thread

fold CdC (5 feathers used here); grasp tips in clip, trim away quills

slip clip into the loop, capture butts and release clip; spin to create hackle

hook loop onto gallows, wrap CdC up (thorax length) and down; tie off, stroke fibers back with velcro stick to release trapped fibers, then with moistened fingers

dub thread/dub thorax

pull CdC forward, capture with thread wrap; pull forward with a bit more tension and secure with additional thread wraps

half hitch x 2, SHHAN, pull CdC fibers up and trim hackle (1.5 gap width)

Scott
