Establish a solid thread base that these eyes rest on...and I would think your figure 8th's and glue should keep it there.
Dumbbell eyes on thin wire hoook
I am having trouble keeping dumbbell eyes from spinning on a thin wire hook. With a thicker nymph hook my figure 8’s, sinching it down and some super glue works great.
Super frustrating and looking for some ideas or tricks of the trade to keep em from spinning?

"Parachute wraps", between the dumbbell eyes & the hook shank, around the previously made figure 8 wraps, plus some UV cure/Super Glue should do it.
What Ron say's, tight wraps and super glue.
I like to build a thread bump then put some glue on top of that before placing the eyes on. Then take take a bunch of wraps including the helicopter wraps Ron mentions, then more glue, then the rest of the wraps and more glue on top. I hate hate hate eyeballs that move
