I don't get why the YHR is saying that the flip-flop started early when the flow adjustment is tracking last year's pattern so closely: http://www.usbr.gov/pn/hydromet/yakima/yaktea.html
Is it early compared to the long term average and practice? Is SOAC following a new plan now?
