Just talked to someone at WDFW who confirmed the June 24th opening date for Puget Sound rivers. Puyallup and Skokomish to remain closed.

NOAA has said they plan on issuing the permit by June 24th. The opening date will be dependent upon the day and at what time on that day WDFW receives said permit,
