I would like to make a trip to this SW WASH lake sometime. My question is: do I need a full sinking line to fish the lake successfully? I have a floating line and a sink tip line.

Also, are there any fees to use the lake?

Any advice would be helpfull.

Well for the hex hatch, and other hatches on the lake, what you've got is fine. I catch maybe 65% of my Merrill lake fish on floating and sink-tip lines, using shallow nymphs and dries over the weed beads. However, a fair amount of the time a full sink line and a big wooly bugger is the best technique to catch fish. I would advise looking in some of the WA guidebooks for further info on Merril.
