Really? A country divided? I suppose you think its not been that way for the past 8 years? These are two dark blue states. They should both be leading the nation in all things conservation. This decision is solely within their jurisdiction. Well, it's certainly great that both parties involved have this subtle technicality to hide behind.I don't think OR broke an agreement with WA as much as it broke an agreement with its own citizens. In 2013 both states adopted legislation and a plan to phase out mainstem Columbia River non-treaty gillnetting. However, both states legislation contains adaptive management language, a loophole if you will, that allows them to backpeddle on the commitment. So in technical legaleze neither state has broken any agreement, but both have certainly violated the spirit of legislation adopted 4 years ago.
