No, what you do is cut a long slit in the ice and try to lay your line in it when you cast..

While there is no ice fishing in Western Washington. I'm sure that there is over in Eastern Washington. You just have to look for lakes that are open year round.

Try Patterson Lake near Winthrop. Lots of fish, and it freezes over really fast

Roses near Manson, I only have experience fishing it when you can't walk on it.

 

You jig a fly through the ice. Not much casting to it but you can catch fish. Also Lost Lake near Snoqualmie Pass is open for ice fishing.
