Not a bad set of recommendations. I'm torn between the Nisqually and Puyallup for the Central/South PS major population group. The Nisqually enjoys the status of fewest hatchery plants over the longest time period, but the Puyallup population is larger, and presumably more viable as a wild population.
The Skagit is a logical choice with its largest population. But that is due to its large area, not that it's most productive per unit area. That and it is closer to the ocean than river basins further south.
The Elwha nomination has to be based on potential, not extant productivity. The Tribe has already nixed this idea though, with the already approved hatchery plans to aid restoration. Selling that one will most likely be a hard uphill battle.
